That’s right, there are several reports of the incident with different degrees of detail. The heart of the issue though is whether that detail (the UFO) is really what influenced the funding decision. Ingo and Hal apparently seemed to think so.

That’s correct, Gary. Blum reported that Swann “observed” a UFO over a submarine.
