Whoa! The deputy leader of the Duma (parliament) is not asking for a psych exam, he's asking whether this dude spilled state secrets to "aliens":

Anyway, the Russian government is taking this all very seriously. One parliamentarian, Andrei Lebedev, has requested that President Dmitry Medvedev question Ilyumzhinov about his story. Something doesn’t quite check out, see. “Lebedev is especially interested in what Ilyumzhinov may have told the aliens about his job and whether the abduction has affected the governor’s ability to perform the duties of office.” “Duties of office” for a Russian elected official: apparently now including conducting very serious alien abduction follow-up investigations.


This begs the question- why would the Russian government take this seriously? And of course the implication is that they may have information we don't have. Or perhaps they're simply mad... Consider everything/ believe nothing.
