Why are there so many people who are willing to play cheerleader and try to convince people that "it is real" but so very few people who are willing to even try and quantify a communication methodology by which it can work, or at least be tested?

Subject: Re: Bio-physical aspect of mental information
If I might momentarily digress from the interesting metaphysical discussion this thread has spawned, I
have in my hands a CIA declassified document "SECRET Statement of Work for Biophysical Research
and Analysis" from sometime around 1991.
This work was focused on biophysical research and analysis of neuromagnetic phenomena, to identify
correlations of brain neuromagnetic responses to a variety of independent conditions or parameters, i.e. a
measurable telepathic connection.
In this document, justification is made for direct MIPR action from DIA to LANL (Los Alamos) based
upon a 1985-89 LANL study sponsored by the Army's Surgeon General Research and Development
office. In the previous study it is reported that the LANL Biophysics group investigations yielded
POSITIVE results. This new effort was part of DIA's over-all Phenomenological Research Program
(STAR GATE is not directly mentioned). Dr. Charles Wood is noted as the Biophysical Group's
director.
"Sole source procurement from LANL is the proper action for accomplishing this sensitive task."
The contract is scheduled to be signed by John T. Berbrich, Asst. Deputy Director for Science and
Technical Intelligence.
The budget of $250,000 comes from FY91 DIA line item 1.004 for Congressional Directed Action.
The positive results of the mentioned research would be an example of what I meant by registration of the
telepathic information.
